			<content:encoded><![CDATA[<p>The <a href="http://www.webguidelines.nl/">Web Guidelines</a> are a model for the build quality of websites. In 2004, they were developed by the Netherlands&#8217; government, as part of the &#8216;transfiguring government&#8217; action plan. Objective of the Web Guidelines is to improve the procurement of government organizations. A website that is built according to the Web Guidelines is characterized by strict separation of content and style, standards compliance, semantic markup, optimal accessibility and the use of <em>progressive enhancement</em> techniques, such as unobtrusive JavaScript.</p>
<h3>Web Guidelines is not <abbr title="Web Content Accessibility Guidelines">WCAG</abbr>!</h3>
<p><abbr title="World Wide Web Consortium">W3C</abbr>&#8217;s Web Content Accessibility Guidelines (<abbr>WCAG</abbr>) plays an important role in the Web Guidelines. Often the Web Guidelines are seen as a competitor or replacement of <abbr>WCAG</abbr>. This not the case.</p>
